The overall mood of a picture can be changed just by adding some rain, or in this case some very simple filters and blurs. It takes only a few steps to create a realistic final product. For this tutorial I’ll be making it rain on a lady pushing a stroller… I know… I know… it’s cruel.

Original Image

Create New Layer1.) Open your image into Photoshop. Create a new layer by pressing “Create New Layer” button at the bottom of your layers menu. This creates a layer above your image. While you’ve got that layer selected click on the “Paint Bucket Tool” and select a gray color, you can use the default gray in the top right corner of your swatches window. Fill your layer with the color. Turn down the opacity of that layer to 50%.

2.) With the layer still selected go to Filter > Noise > Add Noise. Set the amount to 50%, Distribution Gaussian, & Monochromatic and click “OK”.

3.) Now go to Filter > Blur > Motion Blur. Set the angle to -65 and the distance to 15 pixels then click “OK”.

4.) Change your blending mode to “Vivid Light”, Adjust your opacity to your desired setting.

5.) That’s it… told you it was simple and cruel!
